Doug Willmore became City Manager of Rancho Palos Verdes in June 2015. Previously he was chosen in June 2012 to be City Manager leading the turnaround of Bell, California, after their devastating scandal. Before that he was City Manager of El Segundo and Chief Administrative Officer of Salt Lake County, Utah. He graduated from George Mason University and has a Master’s in Public Administration from the University of Utah.
 
 
Doug spoke of the importance of respect and courtesy in resolving disagreements and differences in administration and politics. It’s important to focus on the positives in other people, and avoid excessive focus on small differences rather than on the common good in all of us.
 
One of the issues for Rancho Palos Verdes is, What will El Niño do to us? We are in a drought and need to adapt to that reality, but we also need to be able to handle the sudden flooding that may occur this winter. In the long term we need to improve our ability to recapture floodwater rather than letting it run off to the ocean. Long-term solutions require careful advanced planning and allocation of funds. The City is already spending over $1 million per year to compensate for damage from continuing ground movement in the Portuguese Bend area.
 
Educated and involved citizens are vitally important to the success of local government. Scandals happen when no one is watching. To help transparency, the City is putting its documents and contracts on its website. The City Council has recently hired a City Attorney by competitive bid, to improve accountability. Other City goals include trying to decrease burglaries, improve customer service, and provide good environmental services in the face of both El Niño and the drought.
